Shaun Sullivan at Blackbaud Labs has created an iPhone simulator for Windows.

iBBDemo correctly renders Webkit targeted html, including the custom -webkit CSS extenstions, effectively giving us a compelling demo/test platform for iPhone Web content from the comfort of a Windows desktop. Best of all, he’s providing it for FREE!

Note: Depends on Safari for Windows 3.2 or higher (link)
